If you're an Indian citizen living in the US and need a PCC for a Canada PR (Express Entry) application, the process runs through Indian consular channels rather than IRCC.
What group members advised:- Request the PCC on the Passport Seva website first. This generates an ARN (Application Reference Number), which is required for the next step.
- Use the ARN to go through VFS — either book a VFS appointment or send the required documents to VFS by mail, depending on which jurisdiction's process applies to you.
- Check jurisdiction carefully. Some BLS/VFS portals are restricted to residents of a specific consular jurisdiction (e.g., BLS Toronto only serves Toronto-area residents), so confirm which office actually covers your US location before assuming BLS is an option.
- If time is tight, don't wait silently. One member reported getting their PCC in about 30 days; if your ITA deadline arrives before the PCC does, write a Letter of Explanation stating you've already applied (with proof), and submit the PCC itself later via the IRCC webform once it arrives.
The key point: don't wait until the deadline to find out your PCC hasn't arrived — apply as early as possible after ITA, and have the LOE approach ready as a fallback.
