Some candidates have a CRS score at or above the draw cutoff but still don't receive an ITA. This is often explained by the Express Entry

When multiple candidates share the same CRS score at the cutoff line, IRCC doesn't invite everyone at that score — it uses the date and time the profile was submitted to decide who gets in first. Profiles created earlier (before the round's tie-break cutoff date/time) are prioritized over ones created later, even at the identical score.
- Check your profile creation date. If your profile was created after the tie-break date and time used for that round, you will not receive an ITA in that round even with a matching score — you'll need to wait for a subsequent draw.
- There's no error to fix. This isn't a mistake in your application; it's simply how ties at the cutoff score are resolved, and it isn't something a lawyer or consultant can appeal.
The practical takeaway: if you're told the tie-break rule applied, confirm your profile's creation date/time, and plan to wait for the next round — your profile remains valid and active in the pool.
