For applicants who previously lived in Saudi Arabia and need a police certificate for their permanent residence application, but are no longer a legal resident there:
- Understand that a Saudi Arabia PCC generally cannot be obtained once you're no longer a legal resident of the country. This is consistent with IRCC's own published instructions for Saudi Arabia PCCs.
- Submit a Letter of Explanation (LOE) instead. In your application, include an LOE stating clearly that you are unable to obtain a Saudi Arabia PCC because you are no longer a resident there.
- Only pursue the PCC directly if you (or someone tied to you) still hold Saudi Arabia legal residency — in that case a PCC can be obtained (as with residents who lived there during their employment).
In short: if you're no longer a Saudi Arabia resident, don't try to force a PCC application — document the situation with an LOE instead, per IRCC's own guidance for this country.
