Can you travel to the USA (e.g. by Amtrak/bus) while holding eCOPR and waiting for your PR card?

Step-by-Step

If you've received your Confirmation of Permanent Residence (eCOPR) but your physical PR card hasn't arrived yet, and you're considering a trip into the U.S. (e.g. by train or bus):

  1. Your eligibility to enter the U.S. depends on U.S. entry rules, not your eCOPR. You need either a valid U.S. visa or to qualify for visa-free entry (e.g. under an eligible passport/program) — the eCOPR itself does not grant U.S. entry.

  2. Don't rely on the eCOPR as a travel document for re-entering Canada. The eCOPR explicitly states it is not valid for travel purposes, so it can't substitute for proper Canadian travel documents when you come back.

In short: check your own eligibility to enter the U.S. separately (visa or visa-free status), and don't plan your Canada re-entry around the eCOPR — it's not designed to function as a travel document.

Dos, Don'ts & Tips

  • Don't: Don't treat your eCOPR as a valid travel document — it explicitly is not valid for travel and can't be used to re-enter Canada.
  • Do: Confirm you have a valid U.S. visa or qualify for visa-free U.S. entry before planning a cross-border trip while waiting for your PR card.
