An outland applicant — business/finance analyst, dual credentials (CA + B.Com), IELTS 7-7-7-8, 5 years of Indian work experience, CRS 481 — asked whether any province nominates without a job offer. Guidance from the thread:
- Look at Saskatchewan first. A member pointed out SINP has had financial analyst on its in-demand NOC list, and its Occupations In-Demand / Express Entry sub-streams historically did not require a job offer. The poster had already filed a SINP expression of interest and was waiting (3 months with no movement at the time), so expect slow, draw-dependent timelines.
- Check how your credentials actually score. The applicant's CA + B.Com combination was not treated as a master's-level credential for CRS purposes — one reason the score was stuck at 481. Get your ECA done early and be realistic about the education points it yields.
- The fallback: study in Canada. If EOIs stay quiet, one member suggested a 1-year program in Canada — it adds Canadian education points, opens the door to a post-graduation work permit, and dramatically widens PNP eligibility.
- Match your NOC carefully. Members themselves were unsure whether "business analyst" and "financial analyst" fall under the same NOC — verify the exact NOC code your duties match before filing any provincial EOI, since in-demand lists are code-specific.
Historical note: provincial in-demand lists and no-job-offer streams change frequently — confirm the current SINP/OINP criteria before acting.
