Not every Provincial Nominee Program (PNP) requires a job offer to submit an Expression of Interest (EOI). Group members pointed to a few provinces that don't.
Provinces reported to accept EOIs without a job offer:- Saskatchewan (SINP)
- Prince Edward Island (PEI PNP)
- Quebec (QC) — note Quebec runs its own separate immigration system (Arrima) rather than the standard federal PNP process.
Other provinces generally expect some form of connection — commonly a job offer or, in some streams, current residency/work experience in that province — so check each program's specific stream requirements rather than assuming.
Caveat: PNP program rules and open streams change fairly often, so verify current eligibility directly on each province's official immigration website before building a strategy around a no-job-offer stream. Be cautious about informal "consultants" offering to help apply — verify credentials with a regulated immigration consultant (RCIC) or lawyer before paying anyone.
