Sara Zah even if they ask you and they don't initiate your pr card, that doesn't mean that you are not a permanent resident. You will still be a permanent resident and you can call ircc and give them your address and ask for the card to be processed
I don't think they ask that. They might ask you for the purpose of landing, then you answer you are landing as a PR for the first time.
