Buddy, when you are not eligible for express entry, then that means that you are not in a pool. So, your express entry profile is not active. Therefore, it means that it doesn't matter if you check all the provinces boxes or not.

For some of the PNPs having express entry profile is not a mandate. Eg. SINP
